Percepção de atores sociais sobre uso, proteção e governança das águas subterrâneas: estudo de caso em Bauru, Agudos e Piratininga (SP)
Resumo
Quase metade da população mundial depende das águas subterrâneas. Entretanto, sua recarga é naturalmente lenta, tornando alguns aquíferos, na prática, um recurso não renovável em escala humana. Apesar disso, a “invisibilidade” das águas subterrâneas contribui para a baixa percepção social e desafios na formulação e aceitação de instrumentos regulatórios. Este estudo investigou as percepções de atores sociais e usuários de recursos hídricos sobre o uso, a proteção e a governança das águas subterrâneas nos municípios de Bauru, Agudos e Piratininga (SP), considerando conflitos percebidos, práticas de uso do solo e posicionamentos relacionados à gestão e aos instrumentos regulatórios voltados à proteção dos aquíferos. A pesquisa foi conduzida por questionário semiestruturado, elaborado com base na Caixa de Ferramentas IWRM Toolbox da Global Water Partnership, estruturada nos pilares: ambiente propício, instituições e participação, instrumentos de gestão e financiamento. Os dados (n = 132) foram coletados entre janeiro e maio de 2024, com garantia de anonimato e conformidade ética. As análises combinaram estatística descritiva, cruzamentos entre perfil e percepções com teste do qui-quadrado e coeficiente V de Cramér, além de análise de conteúdo e mapas conceituais para respostas abertas. Os resultados sugerem consenso sobre a necessidade de proteção legal, planejamento técnico e investimento institucional. As principais pressões percebidas incluem saneamento deficiente, agricultura intensiva, atividades industriais/comerciais, captação irregular e urbanização desordenada. Em geral, os respondentes rejeitam a ideia de que regulamentações ambientais prejudicam o desenvolvimento, sugerindo um contexto favorável ao fortalecimento de instrumentos de gestão integrada e ordenamento territorial voltados à proteção de aquíferos.
